Hi,
TDS has been deducted but no payment has been made to the government. Can this amount be refunded back the deductee ??

No once deducted should not be back to deductee but should be deposited with late fess i.e. interest.

if due date has passed then you need to deposit the tds with interest. it cant be refunded back.
