If taxes are charges separately, then on basic amount; otherwise over total amount.

but zila parishad charged on total value of invoice..

CBDT has clarified through Circular No. 23/2017 that if GST on services has been indicated separately in the invoice, then no tax would be deducted on GST component.

TDS will be deductible on basic value of Bills. No need on Tax Values.

on basic amt, which is excluding of indirect taxation
