TDS deduction on Metal Scrap sale in GST regime

We have got New GST Registration as tax deductor u/s 51 of CGST Act, We deducted the TDS as applicable and deposited  and filed the required Return. After deposition of This TDS it is required that deductee will issue Form 7A ,which will be generated on GST portal and that will have to deliver to deductee  thr. PORTAL itself  within 5 days of deposit of TDS otherwise there is a late Fee of 100/- per day. . ON the PORTAL  the FORM 7 A is not generated. there is remark " NO Recrd Found ". we are not getting the Form . NOW what to do ?  Is it a general problem OR it is my indivisual problem ?
