Yes every employer who pays a salaried income to his employees needs to deduct TDS on salary if the income amount is over the basic exemption limit.

What do you mean by 100% TDS cut?

(In any case, as long as the TDS shows up in your 26AS, you can claim it)

Generally you don't get any tax refund on salary income.. Employer should have deducted exact tax .

They don't deduct if it's not required..

In few cases like delay in submitting investment proofs may be the reason for tax refund..

It depends on the total income and investment proofs available to estimate whether you can 100% refund
