Whether unregistered Supplier and Composition supplier can avail credit of TDS deducted under section 51 of CGST Act, 2017 ?

Yes, Actually unregistered Supplier can not make supply to e-commerce operator. If he make it then disqualified from Composition scheme.
Hence, no such conditions arises.
