TDS Clarification

Dear All,
F.Y. 17-18 we deducted TDS 2% on Rs.40,000 for designing charges. March 2019(F.Y.18-19) designing charges was Rs.600 which is not crossed the threshold limit. For 600 need to deduct TDS?

No need to deduct as per provision of act but voluntary you can deduct
