Is tds applicable to contribution paid for annual dinner hosting expenses to ACCAI. Please note ACCAI is sent us an invoice with service tax and the amount is above Rs.300,000/-

Yes, you need to deduct TDS on that.
TDS laws application on expenditure you are booking..
As Dinner Hosting expenses are in the nature of "Contract", TDS u/s 194(C)
