Tds- 194c
If suppose tds is deducted u/s 194C from mr. x - contract then do I need to deduct tds everytime I make the payment to mr. X? The bills doesn't cross Rs. 2000/-

Yes
if 1 time you have started deducting TDS than you have to deduct each time.
