u/s 194J @ 10% on invoice amount including service tax.

ok i agrreed if bill is onlya on base of Consultany charges then deuct the tds 10/-
if its inlcuding then claim st 10.3% & deduct tds 10%

10% only if the aggregate payment during the financial year exceeds or likely to be exceeded Rs30,000/-...
