TCS is applicable 1% when sale of goods to customer. If a customer want the goods for pursonal use and goods in a small qnt then TCS is applicable or not?

U/s 206C it is says that if the purpose of purchase is not a trading then no TCS is applicable.
If the buyer is Manufacturer then he/she has submit a written document to seller that he/she is not going to use for Retail purpose then no TCS.
Correct me if i'm wrong.
