Tcs payable or not

We have a dealership of vehicles sales . Every vehicle sold to customers above Rs.10,00,000 . Including these sales we collected TCS also from customers , and paid to government . But problem is some customers TCS not paid . what to do ? should we pay or not ? please explain ..
