Tcs on scrap purchased othen manufacturer

Respected Sir, We are purchasing Non cenvat paid Scrap (Iron & Steel) , from out side the Punjab , and they dont charge TCS on it. we sale it here local for trading purposes only. we are not manufacturer and we dont sale material to manufacturer. In this case let us know that is this type of scrap is Chargeable to TCS or not. Thanks you experts
