TCS Applicability on Sale of Goods

As per the provision of TCS on Sale of Goods is that turnover of previous year should be more than 10cr and sale to a buyer should have crossed 50 lac.

So the query is that, suppose if the supplier is newly registered this year only but his turn over this year only have crossed 20cr and the sale to a buyer has also crossed 50 lacs in this year from January to September, so will TCS applicability will be there for the company or not.

please help with the query
