I want to know whether TCS is required to be collected on sale of oil cake of ground nut seeds by an oil mill? Will it be trated as sales of scrap or not?

Cake derived while crushing is a by-product. It is not a scrap. The cake can be used a fodder to the animal. If it is the cake derived from crushing gingelly, the cake is used also used for human consumption in south India.
