Our is manufacturing the unit under the central excise we have sold the scrape for worth Rs.16000/- do the TCS is applicable of rising the invoice or and ceiling limite is there. The PAN no of the buyer is not availiable

In my view TCS is not applicable for you. Further, What is the your you commodity items manufactured by you and also tell me what is the ceiling, brief it.
