What is diff between surcharge and cess ,why surcharge and cess is collected and can surcharge is calculated on cess

Surchage is something like "tax ke sar pe charge" or additional tax. Surcharge becomes part of tax. Tax can be used for general public expenditure as stated.
Where as cess is calculated on total tax including surcharge. Cess is collected for predetermined uses and it is restricted for particular uses. For say "swach barat cess" used only for cleaning india
