if in any provision there is written that the amount is taxable in excess of 5000 then what meaning thereby ..if that amount is 12000 then what it means ...
is over the 5000 i.e 7000 is taxable or 12000

Here word 'excess' suggests..... over Rs. 7000/- (otherwise word like 'cap' is used)
