The amount will be taxable in the hands of your fellow.
As far as TDS provisions are concerned, it will depend on the basis of appointment.
If done on employer-employee basis, then, TDS will be applicable after considering basic tax slb, deductions etc. If appointed as in intern, then no TDS is deductible
