we at cdac have appointed junior research fellow at a monthly fellowship amount of Rs 16000 and hra Rs 3200 per month.will it be taxable or not

The amount will be taxable in the hands of your fellow.
As far as TDS provisions are concerned, it will depend on the basis of appointment.
If done on employer-employee basis, then, TDS will be applicable after considering basic tax slb, deductions etc. If appointed as in intern, then no TDS is deductible
