Actually, the UTN number is unique transaction number allotted to every deduction by the Department based on the TDS Return efiled by the deductors. As the Rule stands now, the Deductor has to intimate the Deductee for 2009/10 Asst. or the deductee itself can go to the website of TIN, where they are making arrangement to download the respective assessee's UTN Number, the Dept. news says.
Nobody is clear on all these things! To my knowledge for every deduction, separate UTN number will be allotted as per the Dept. The matter is, in almost all the places, the deduction is one, the deductees are many, in which case, whether this, how this UTN Number will guide us. Let us see what happens in about 15 days, within which I feel the news may get clear regarding the UTN and all that.

As per my understanding, We cannot file online IT return without mentioning UTN, but we may file return through hardcopy filing(i.e. usually we were filing till now), but we don't know if hardcopies also require UTN if income tax inspector, clerk will be accept the same. We will have to wait. But in the case of Tax Audit, firm, company online return filing is compulsory.
