it depend on the type of person and whether he has opt presumptive taxation or not

small business traders doing business in manufacturing, wholesale,retail or trading, can opt for presumptive scheme of taxation u/s 44AD,

Yes... Income above BEL then filing required as per income...

If eligible business then You can opt u/s 44ad otherwise you can go with regular...
