Tax relief under section 89(1)

I am ex serviceman and getting pension through bank. In FY (16-17) I will be getting 3,80,000 as pension plus I already received pension arrears as 1,40,000 In dec16 so total 5,20,000. Income from other source is 40,000. Bank has deducted 14,000 as TDS on arrears. My investment in ppf is 1,50,000. Can I claim tax relief under section 89(1)
