A tax payer has filled his return for assessment year 2009-10. His TDS claim was 45000. But still he didn't get refund. While he had claimed for it. Can he get refund for that A/Y?

yes he can claim his refund. Whether he had received intimation u/s 143(1)? The details of refund had been sent to email.
if not received refund till date, pls make refund reissue request. Also, you can send griverance about the matter, they will surely reply what's the reason refund had not been paid.

There could have been Tax credit mismatch. When Deductor files TDS returns incorrectly, or files late, TDS entries are not seen in 26AS. Whether there was demand?. Whether demand have been met through refunds from succeeding years?

In view of tax credit mismatch, one of the reason is that the deductor has deducted TDS from Assessee but not deposited to govt. kindly write a letter to the deductor mentioning all the details relating to the tax credit mismatch by attaching copy of such details.
After the deductor deposit the said TDS money to the govt it will automatically shown in the 26 AS, then I can file rectification u/s 154 mentioning there tax credit mismatch. After sometime u will get intimation u/s 143(1) in which all the details of Ur TDS amount mentioned there. After that u will get refund.
Any previous demand raised by the tax department will get adjusted in future refund payable. after deducting demand amount u will get remaining refund.
