If someone get some rare Sea shell on a beach in India, and its value in local market is more than Rs.10lacs, how this income of an individual will be taxed.

Isn't it a Governmental property???
Subject Mr Rambhia's observation I would like to state that if he does not sell it there will be no income. If he sells them only it will be taxed as casual income under IFOS
