Is it mandatory to issue tax invoice in case our all services to B to C.

yes, registered should be issued tax invoice as per CGST invoicing rule.

if it is b2c, less then 200/- & customer do not require, no need to issue but one consolidated invoice can be issue for such invvoices

yes u can but should be according to Rule 46
according section 31 Cgst act u can issue a Bill of supply in place of Tax Invoice if Ur supply is exempted
