Tax implications

Two  Indian Companies Pvt A & B, both highly competent in providing tech services want to enter into some agreement whereby they both can offer tech services to government department. They both want to utilize the experience of each other.
Question is this how can they do so?
What will be tax implications of profit that are earned ?
How can it be done?
