Tax deduction from supplier

There is one supplier who is providing srationary items like pens, cartridge and other item of more than 200000/- every year to a company, whether TDs @ 2% should be deducted from bills, or not any TDS should be deducted or any other tax should be deducted, pls guide.

In my view, Stationery and related items will be termed as "Purchases" instead of service or contract for service. So, no TDS, but checkout what everybody else thinks.
