is they any difference between "Tax deduction at source Section 51 of CGST Act 2017" & "TDS deducted via., using CHALLAN NO./ITNS 281 and them e-filling them quaterly at TRACES WEBSITE" ?

Yes, First one is GST(Goods & Service Tax) TDS, and second one is TDS or Tax paid as per Income tax Act.
