Traning charges for IFRS traning has been paid to The Institute of chartered accounts of India , whether TDS is applicable for traning charges paid to ICAI . [I know TDS is applicable for traning charges ] , My doubt is that whether we can deduct TDS to ICAI because ICAI is a statutory body.

Say for example a Company (Covered u/s. 44 AB) pays the IFRS fees for his staff conducted by ICAI - Total fees paid by the company is Rs.55,500/-
Should TDS be deducted on payment to ICAI.
Please give reasons.
