Can tax auditor be internal auditor of proprietorship firm/partnership firm?

no he can't. as external statotoruy audit is independent of internal audit. only the statutory auditor appointed can be either appointed as tax auditor or any other person who is a CA holding valid COP can be appointed as a tax auditor
