Can you please tell me if the Tax Audit report has to be dated before or after the date of AGM? Thanks.

Before the date of AGM i guess:)
tax audit report is required under income tax act and its not related to company act at all so it does not matter whether you file it before or after AGM. AGM can be happen very next day after completion of financial year and tax audit report can be filed any time before due date of filing return.
