Orissa based registerrd contractor supplying service in jharkhand to registered person.What would be the tax IGST or CGST & SGST

It should be IGST as place of supply is Jharkhand.

IGST applicable as it is an INTER-STATE Supply.
The Place of Supply is Jharkhand and you are registered in Orissa. Therefore, IGST applicable.

Refer SECTION 12 of IGST Act, 2017 for more information.

Yes it inter state supplies, so IGST is applicable.
