no such scheme, you can make arrangement with courier boy who delivers the pan card in your area

PAN card is personal identification and is issued to persons, not to any agency,

what you want to say by "bulk" as a person can not get more then one ( two in case of HUF+ individual), so the question of bulk does not apply anywhere in pan card issue.

Dont waste ur time here in advice go and apply for it. It will take 15 days if u request to NSDL agency to forward the document in urgent basis.

No such TATKAL SCHEME am aware of........but if u need to urgently quote your pan no then u can give the acknowledment no which will given to u instantly after applying for Pan card......hope his helps....
