Tariff item for finished goods and part thereof

Whether any finished product and part thereof tariff item can be same or it should be different. Please advice.

Tariff heading will be deferent for parts and final product.
Dear sir,
All this questions requires a indepth.
Ex:- If one product which is exclusively used in aircraft then it will find the entry in Aircraft & parts thereof.. If that product can be used Independently else where as well then will have to look into it.
