The selller of flat is non resident. So whether the buyer is required to take TAN number to deduct TDS on purchase of the flat??

Yes, Deductor has to take TAN for Deducting TDS on payment made to non resident.
TAN is not required when TDS is to be deducted u/s 194-IA i.e when Property is being purchase by Resident.
Further you have to deduct TDS as per Sec 195 not as per 194-IA.
