I found the solution.
For Financial year GSTR9 due date is yet to be finalised.
Hence the system is showing the message. Once it is finalised, it will enable the option for filing the annual return.

Problem Reported:
Concern regarding unable to file GSTR-9 for financial year 2018-19 due to error "System computed summary is in progress".
Resolution:
This is in reference to your concern regarding GSTR-9 for financial year 2018-19 is not available on GST portal. We would like to inform you that Filing of GSTR-9 for the year 2018-19 will commence soon. So, we request you to kindly wait for some time.
