Hieee I wanted to know that from 1st October 2009 onwards only TDS rate will be applicable and no surcharge or cess will be applied is it right?

Yess there is no surchrge & cess on TDS rate but it comes into efect from 01/04/2009 not from 01st October ......................

Ya, no surcharge n cess to b deducted on non salary payments to residents w.e.f. 1-10-2009
