What are the new provisions regarding TDS w.e.f. 01.10.2009 applicable on making payment of salary. I want to know the threshold limit for surcharge.

w.e.f. 01.10.2009, no education cess and no surcharge is payable on the amount of TDS Deducted on Salary and on other payments.

I disagree with Love Arora
wef 1.10.09 tds on salaries will be deducted on average tax basis (as before) including cess however their will be no surcharge on salaries
and for others tds heads of tds like contract etc there will be no surcharge and cess
correct me if i am wrong
