Dear Friends

If X of Punjab (registered in Punjab) takes his goods to Delhi then will it amount to supply.

Definition of supply doesnt say that there needs to be two parties for supply to take place.

X has not sold goods to anyone. He has taken them to Delhi for an exhibition where he may or may not sale.

Please advise.

Since the good are not transferred in real terms it can not be said supply.
This will not amount to supply untill goods are sold to another person.
first of all you need to take registered in Delhi GST as Casual person and pay the tax in advance to delhi govt and if you not able to sale their you can apply for refund . and transfer to delhi will amount to supply.

Further, if no sale is to be made there, you can use Delivery Challan to t/f the goods.

I know X has to take CTP registration in Delhi and also that he needs to deposit tax in advance but that tax which he has deposited in respect of any probable sale (intra-state supply) he may make in Delhi Exhibition which will get adjusted or refunded based on what transpires in Exhibition. 

But what i am asking is whether any tax is payable in respect of inter-state supply of goods from Punjab to Delhi?

GST is liable to pay on supply and definition of supply includes inter state transfer between deemed distinct person . you can use your input tax credit in punjab for payment of output tax liability.
