Suggestion regarding pan card surrender

Hello all.I am looking for your suggestion.Please guide here. if we surrender a pan card for closure because we do not want to have it due to low income or some other reason. Will the details of a person get removed if he surrenders a pan card. Can he create another different pan card number after some time.
