Submission of form 108

I have no idea of to which address should FORM 108 be sent....Please clear my doubt

. Should it be sent to the regional level office .......I belong to the southern region.

Or can I address it to the Delhi office?...............and if so, to whom should it be addressed???

Unable to find any instructions regarding submission

the region where u r registered send thr.. Like i was registered with central region.. So i send my form to kanpur..
