Govt. of kerala allots road maintenance contract to Mr. X of Maharashtra. Mr. X subcontacted the entire work to Mr.Y of kerala. Mr. X has no fixed establishments in kerala.

According to my knowledge, place of supply is kerala as the service is in relation to immovable property. and the supplier of service Mr.Y also in kerala then how can the subcontractor IGST invoice to Mr.X
