If the company has not carried on any business or operation for a period of two immediately preceding financial years, it can apply for strike off.
If the company has ceased to carry on business or operations, and has no assets or liabilities, it can apply for strike off.
If the company has passed a resolution for voluntary winding up and has filed the necessary documents with the ROC, it can apply for strike off.
If the company has defaulted in complying with the provisions of the Companies Act, 2013 or the rules made thereunder, and has not applied for relief under the relevant provisions, it may be struck off by the ROC.

A few more queries
If company has not carried any business activity in last two financial years but has paid salary to employees , would it still amount carrying on business?
If company has disposed off assets and paid all liabilities in last financial year only, can it still apply for strike off?
