can we transfer stock from one branch to other in same city or same state ... below the purchase price......against same GST number......

Firstly intra state stock transfer between states is not sale, only eway bill is required for transfer of goods along with delivery challan.

You can do at any value but please ensure your registration of GST is updated with the details of such branch where you are transferring the goods intrastate.
