stock is outside the ambit of gst...as stt is already levied and it is also not covered in definition of goods

If you mean Goods then you can't transfer the material to other party except Sales Invoice...
If you give the materials with Tax Invoice then no more restriction for the same Rate... That's your own decision for Profit Margins...
