can anyone tell me that if Stock exchange board is a BOI/Body corporate, then how can it has byelaws

SEBI Act provides for the establishment of a Board to protect the interests of investors in securities and to promote the development of, and to regulate, the securities market and for matters connected therewith or incidental thereto.
The SEBI is formed by the virtue of this act.
