Stipend of an articled clerk while on leave

hi friends,
i just took 10 days of leave and my stipend was deducted for 10 days.
i.e. i got stipend for 20 days only.
As per the rules of the institute, an articled clerk can take leave for a maximum period of 120 days.
can anybody plz tell me whether he is allowed to deduct my stipend in this manner? and whether the leave permitted by the institute is considered as LEAVE WITH PAY (STIPEND)?
