Hi friends. I wanted to know if an individual ( not having tax audit) wants to pay non resident indian in relation to web development services. Can he do so without deducting tds? Or any other fema compliance?

Hi..

TDS is to be deducted w.r.t sec:195 of Income tax act.Also please refer Double taxation avoidance agreement for the treaties established by countries.
