Can a Private firm employee will get the benefit of standard dedication of Rs. 40000 for the Ay 19-20?

yes,
when you will fill ITR-1, after entering the amount in Salary field, automatic deduction of ₹40000 will be applied

Yes he will get the benefit of Standard Deduction of Rs. 40,000 u/s 16(i)(a).
