would like to know if service tax on rent,telephone. and designing can claimed as input credit?also if can be claimed to the proportion of taxable services.
my company are into designing services and trading of goods

Yes. You can claim input credit of service tax paid on telephone, rent etc.
Ok. But would it be claimed propotionate to taxable service turnover? Or 100 percent irrespective of any propotion
As per Rule 6(3) of Cenvat credit Rules, 2004 the cenvat credit availed should be proportionate to the taxable service turnover.
