do we consider ST element in LIC premium for claiming deduction under 80c and can we claim Accident policy (general insurance ) in LIC premium under 80C or not

Yes, you have to consider the LIC premium amount including service tax while claiming deduction u/s 80C.

It will not be allowed as deduction.
